Illustrator has a collection of eight tools in the Toolbars panel that are dedicated to warping strokes or the entire vector shape or object. It shows a little anti circle next to the cursor when i try to use the tool. It does not allow me change any options on the tool as well. With the Width Tool you can move any part of the stroke to either side of the path at will, so "inside" and "outside" don't mean much.
